France put more power in the hands of the monarchy.While the monarch in England were executed or deposed for exceeding his powers, the monarchs of France, as well as to their advisors, giving them more power and their energy use was mostly unmarked. When before England and France joined together against Spain, England and France are at loggerheads, one against the other. France wanted more territory under them and in England it is that prevents them from doing so for fear of creating a monarchy universal.
