Not necessarily so. Under normal circumstances, most of the objects, includingconductors will be electrically neutral. A driver may, however,become electrically charged, and that charge will be evenlydistributed. The surcharge will not affect your ability to conductelectricity. On another note on terminology; there is nosuch thing as a "neutral charge." An object that is electricallyneutral does not have any charge.
