I'm pretty sure that is false. Generally the dams limit the flow of water from the rivers and streams which of course has a huge effect that this causes cities to be built in lower altitudes and enjoy a lower water level. This effect on the river could be considered limited but in the end the effect is, literally, only a transfer of water from the aforementioned lake in a small river. So false... depending on how you look at it.
