Option a is the most general in the rights that it protects is the right answer. The Ninth Amendment of the constitution of the united States is more common, while the other Amendments focus on special rights of the people that the state should not intervene. James Madison, the then president of the united States, felt that, while the first Eight Bills he spoke about how the States should exercise their powers, the Ninth Amendment concerns of many powers that still could not be taken away by the state.
