Since Chloe has a history of not paying your previous monthly utility bills, the lender will probably deny your line of credit. Chloe may not use the services offered by the provider, unless she's going to pay off your balance. The lack of payment of the monthly bills is a sufficient reason that the lender goes on hold on your account temporarily until they settle their balances.
