Can your federal tax refund be taken?

I was just online with the Where's my refund status and it was approved, then at the bottom it says to read the note on his return. I read it and it states that it can take all or part of my tax return for items such as child support, another federal agency debt or state taxes. However, I had an evaluation of the state taxes that I been paying on that I've been paying for months and now you can take the rest. I don't see how you can do that if you have a payment arrangement. The government can do what they like, I guess. Just for your INFORMATION, you may submit, but you could not get if they should not be, but you need them, you will have to wait, so unfair.
