Can they take your taxes if they are garnishing your wages?

The question is too vague to answer. Who, exactly, are "they", and what it means to "take your taxes" mean? A creditor who has successfully persuaded a court to allow them to garnish your salary would probably be able to persuade a court to allow the forfeiture of your tax refund as well, if that's what you're asking. However, however, it is generally set a lower limit on earnings. In California, for example, anything below about 450 a week is immune to the retention, and only a certain percentage of the funds in excess of that can take. So you should be able to satisfy the income tax and FICA withholding requirements of the rest.
