No. The figurative language is essentially a descriptive language using comparisons. Similes and metaphors fall under this category. For example, "His anger exploded like a pot of rice." Figures of speech are just idioms or phrases that do not mean what they say literally. As "racking your brain" or "We'll play it by ear" or "Is a piece of cake."
