The best choice would be C. an example of a shortage is limited amounts of food available because the trucks carrying it are on strike. Scarcity is when there is an excess of demand, but the supply is limited. In the other options, the definition of scarcity can not be seen. It is only C that shows a high demand for food, but the supply is low due to the strike.
