According to the Navigation Rules, a rapidly ringing bell every minute signals a boat at anchor in the fog.In most cases, the fog causes the boat driver can't see too far due to the obstruction of vison. In order to avoid the collision, a boat at anchor must ring the buzzer signal every minute in order to notify their position.
