Allows you to summarize the options: government, where the federal government has most of the powers of government and responsibilityno... that goes against the principle of federarism, this would be true for unitary states, the power is equally divided between the the state and central governments state and local governments share the most the responsibility of the government and powerNow, I'm not quite sure if these are two options or only one? in any case, this would be the correct answer: in federalism, the power and the responsibility is shared between the central and the state governments. If these are two answers, then the best is "the power is as equally divided as possible between the the state and central governments," a president imposes the decisions taken by a majority of votes of the governments of the states -no... that's not the idea.
